My assumption is that this is provided to overwrite all aspects of Windows updates, including the specific internal configurations for domain computers configured in the Windows Update GPO settings. Probably so that you can apply a separate subset of update policies to computers that you do not want to update at all, from any source.

Administrative Templates are a feature of Group Policy, a Microsoft technology for centralized management of machines and users in an Active Directory environment.
Administrative templates are text files that contain simple code that helps enable Group Policy perform custom Registry modifications. These templates are stored in files that end in .ADM, which is where the name ADM template comes from.
ADMX files are structured the same as XML files and so you can follow the same open/edit rules. In other words, any text editor, like Notepad in Windows or the free Notepad++, will open ADMX files for viewing and editing. If you're using a Mac or Linux computer to read or edit the ADMX file, Brackets or Sublime Text might work, too.
